At the May 2, 2002 Shady Cove City Council meeting a totally silly statement was made and not one person presently on the Shady Cove City Council retracted it. A person that is presently on the Shady Cove Planning Commission made a statement that " Mobile Home Parks at the south end of town are out of water."

Message to the whole Planning Commission and City Council, THERE IS NO SUCH THING, to collect rent, Mobile Home Parks MUST furnish water to the residents. The Park ownership referred to found themselves with a very good producing well but of bad design. It is corrected now and also a back up system with the quantity and quality of water comparable to the Leisure Days system, brilliantly designed by the late Mr. Fullbright, will soon be online. It is true that some water was previously delivered by a truck (Marie's), but never was there any resident without the basics of water.

Nearly 25% percent of the residents of Shady Cove live in Mobile Home Parks and city hall appears to be ignorant of Mobile Home Park basic operation.

The owner of a park furnishes a space for a home, water is provided and the resident pays rent. The apparent lack of this basic knowledge by city officials is shameful. Of course, being such a simple business concept, let us assume it is understood. Then with this knowledge it could only be more of the conspiracy to advance the ill conceived water district in Shady Cove?

After receiving an irate phone call from that planning commissioner, Vic Corchero Addresses the Shady Cove City Council at the subsequent Council meeting on June 20, 2002.

Mr. Mayor and Council.

On June 4 my response appeared in the URI to following what seems to be erroneous perceptions of the Shady Cove's water problems especially by a city-planning commissioner, mainly pertaining to water at mobile homes at the south end of town. That commissioner telephoned me and after expressing doubts of my loyalty to this country, angrily suggested I leave the City and Country. I am not isolated in this regard for several of my peers have received the suggestion they leave the city and country for disagreeing with this City government.

It has become habitual for members of this City government to violate this, the First Amendment to the Constitution of the United States. All who live within these borders have an inherent right to disagree with government and the right to do so without reprisal.

Sixty some years ago in Europe began a philosophy of removing anyone the Government disliked and resulted in more than six million recorded deportations. Equally disappointing is that this panel of the five top City officials continue to display their agreement by violating their own oath of office through complacency.

Tonight when we are with less anger and thinking rationally, we can admit to ourselves that we now know why this city is under the eye of the federal courts. No one in this city government has an ethical or legal right to doubt my loyalty to my country just because I disagree on issues.

This City government is becoming blatantly corrupt with tyranny by these actions. I will not leave either this City or this Country. Like my peers, I will stay and fight for the freedom guaranteed by the Constitution and no one representing this small town government has right to challenge my stay.

I am a 7 year veteran of the US Armed Forces and a contributor to this present electronic age with a few patent disclosures.

Thank you, Vic Corchero

Same Shady Cove City Council meeting, June 20, 2002, Daryl Hawkins Addresses the Shady Cove City Council on the same issue:

The Gist of Dee’s Comments to City Council 6-20-02

This is in reference to the address Vic just made. No one who represents the City of Shady Cove should be allowed to express the statement that she, the City of Shady Cove Planning Commissioner made. And that includes anyone on any Committee like City Planning. This is not the first time “leave if you don’t like it here” has been allowed to be uttered even in these chambers. My request is for the resignation of this commissioner or any council member of like mind. For if they stay it means the council approves of this mind-set.

Thank you, Daryl Hawkins

Meeting adjourned.
